Although many claim ice cream came from Europe, far more believe that it originated in China around 200 BC where a milk and rice mixture frozen by packing it into snow was enjoyed by emperors of the Tang Dynasty. The first ice cream social recorded in America was in 1744 and it was local history, when Maryland governor Tom Bladen served ice cream at one of his dinner parties.

DC-based Ice Cream Jubilee is founded and owned by Victoria Lai, a lawyer-turned-entrepreneur who branched out from her corporate law career to owning her own thriving ice cream business, with three scoop shops in the metropolitan DC area. Voted Best Ice Cream in DC every year since 2014 through 2019, Ice Cream Jubilee is also carried at Whole Foods and other area grocery shops, and served at discerning restaurants and hotel shops along the east coast.
