Board of Directors 2025-2026

APABA-DC is governed by the Board of Directors, which consists of ten officers elected by its membership, five non-voting officers appointed by President and confirmed by the Board of Directors, and committee chairs and advisors also appointed by President and confirmed by the Board of Directors. Please Note: Some Board members are not posted on the website.

President and Elected Officers

President: Wenxi Li is Senior Commercial Counsel at Resmed, Inc., a medical device manufacturer for sleep apnea and respiratory products and services. Wenxi has experience providing commercial and strategic advice for matters focused on U.S. healthcare regulatory compliance, digital health, data privacy, AI, and telemedicine. Before Resmed, Wenxi was a Healthcare Associate in DC at DLA Piper LLP and Epstein Becker & Green, P.C. Wenxi holds a J.D. from American University Washington College of Law and a B.A. from Hamilton College. She has been involved with APABA-DC in various elected capacities since 2018, and she served on the Board of Directors of the Asian Pacific American Bar Association Educational Fund (AEF) from 2016-2018. Wenxi is serving in her personal capacity.

President-Elect: Arjun Amernath is an Associate General Counsel and Assistant Secretary at CareFirst BlueCross BlueShield where he advises on board and corporate governance, public policy, government affairs, and strategic investments. Prior to joining CareFirst, Arjun worked at a boutique health care law firm in Washington D.C. He holds a J.D. from the George Washington University and a B.A. from Georgetown University. He has been involved with APABA-DC in various capacities since 2018.

Immediate Past President: Angeline Chen serves as General Counsel and Chief Administrative Officer for Progress Federal Solutions, Inc. (formerly MarkLogic Corporation). Angie has worked in multiple industries including aerospace and defense, manufacturing, and industrials in C-Suite and senior leadership roles as in-house counsel, in the U.S. federal government, and in private practice. She is recognized for her expertise in national security, cyber, risk management, governance, regulatory compliance, technology, and M&A. She serves as a director on the boards of Stantec, Inc., a Canadian company publicly traded on the Toronto and New York Stock Exchanges, and Progress Federal Solutions, Inc. Angie previously taught technology, terrorism and national security law at Antonin Scalia Law School for fifteen years and served as an Executive-in-Residence and professor of organizational behavior management for the University of Maryland Global Campus’ MBA program for two years. Angie holds B.A. and law degrees from Villanova University, an LL.M from Georgetown University Law Center, an MBA from the University of Maryland, and a M.Sc in Cybersecurity from Brown University. She is serving in her personal capacity.

Secretary: Shirley Qin is Senior Corporate Counsel at Agilent Technologies, Inc., where she advises on corporate governance, corporate securities, and M&A matters. Previously, she was at Coherent Corp. supporting similar matters and overseeing the corporate governance aspect of integration efforts post-merger. Prior to going in house, Shirley was an M&A associate at law firms in D.C. and Tokyo. She earned her J.D. from The George Washington University School of Law and her B.A. from New York University. Shirley is serving in her personal capacity.

Treasurer: David Yin is a counsel at Wilmer Cutler Pickering Hale & Dorr LLP. David represents leading technology, life sciences, and medical device companies in high stakes litigation matters. His practice focuses on complex patent and trade secret litigation in federal district courts, before administrative agencies, and at the appellate level. Previously, he served as a law clerk to the Honorable Timothy B. Dyk on the United States Court of Appeals for the Federal Circuit. He served on the board of the Asian Pacific American Bar Association Educational Fund (AEF) as the treasurer (2017-2018) and as a director (2018-2019). David received his B.A. from Columbia University and his J.D. from NYU School of Law.

Vice President for Communications: Alicia Loh is an attorney at the Federal Trade Commission in the Technology Enforcement Division. She was formerly an associate at Steptoe & Johnson LLP in the Internet, Telecom & Media group. Alicia earned her J.D. from Harvard Law School and B.A. in Sociology and B.S. in Information Systems from the University of Maryland, College Park. She has previously served on APABA-DC’s Board of Directors as Assistant Vice President of Community Affairs. Alicia is serving in her personal capacity.

Vice President for Community Affairs: Serena Tang is a trial attorney at the Federal Maritime Commission. Her work focuses on regulating vessel operating common carrier, ocean transportation intermediaries, marine terminal operators, and other shipping industry stakeholders. Previously, she clerked at the Court of International Trade in Manhattan where her work focused on Section 301 cases, AD/CVD, and classification cases. Before that, she clerked at the Sitka Trial Court in rural Alaska where she also served as a deputy magistrate judge. Serena earned her J.D. from Vermont Law adn Graduate School and her B.A. in International Studies from American University. Serena served as a board member of the Asian Pacific American Bar Association Educational Fund (AEF) from 2023-2025.

Vice President for Education: Andrew Guiang is an associate at Williams & Connolly LLP.  His practice involves a broad range of litigation in trial courts, appellate courts, and federal agencies.  Before joining the firm, Andrew clerked for the Honorable James B. Loken of the United States Court of Appeals for the Eighth Circuit and the Honorable Brian M. Cogan of the United States District Court for the Eastern District of New York.  Andrew earned his J.D. from Cornell Law School and his B.S. in Foreign Service from Georgetown University.  Before attending law school, Andrew worked as a teacher through Teach for America and Minneapolis Public Schools.

Vice President for Membership: Jessica Lee Young is an Associate General Counsel at Capgemini, a global leading partner in business transformation and technology. Jessica advises on immigration and compliance for Capgemini in the U.S. and Canada, including government audits, mergers & acquisitions, corporate compliance programs and immigration benefits policies. She has been a speaker for the American Immigration Lawyers Association and the Association of Corporate Counsel (ACC) at the national and local levels. Jessica is the immediate past Chair of AILA’s In-House Counsel group and is currently Co-Lead of ACC National Capital Region's Diversity Equity & Inclusion Advocates & Allies Sub-committee and Co-Lead of the ACC NCR AAPI Affinity Group.


Vice President for Programs: Judy Bao is a trial attorney at the Department of Justice. Prior to joining the Justice Department, she was the visiting Election Protection Litigation Fellow at the Texas Civil Rights Project. Before that, she clerked for the Honorable Jane Kelly of the United States Court of Appeals of the Eighth Circuit and the Honorable Ron Clark of the United States District Court for the Eastern District of Texas. Judy was also formerly a litigation associate at Pillsbury Winthrop Shaw Pittman. She received her J.D. from the University of Michigan Law School and her B.A. from Carleton College.  Judy is serving in her personal capacity.


Assistant Vice Presidents

Assistant Vice President for Communications: Daren Zhang is an associate at Kellogg, Hansen, Todd, Figel & Frederick, PLLC, where he represents clients on various litigation and regulatory matters in trial and appellate courts, as well as before federal agencies. Prior to joining the firm, Daren served as a law clerk to the Honorable J. Clifford Wallace on the United States Court of Appeals for the Ninth Circuit and to the Honorable Howard C. Nielson, Jr., on the United States District Court for the District of Utah. Daren earned his J.D. from Harvard Law School and B.A. in Economics from the University of California, Berkeley. He has previously served on APABA-DC’s Board of Directors as Assistant Vice President of Community Affairs.

Assistant Vice President for Education: James Tam is a Senior Counsel in the health care and life sciences practice of Epstein Becker & Green, P.C. James represents a broad group of health care providers, pharmacies, life science manufacturers, and investors. James provides strategic counsel on various health care regulatory, transactional, and enforcement matters. James received a J.D. from Northeastern University School of Law, and B.S. in Biomedical Engineering and B.A. in Economics from University of California San Diego.

Assistant Vice President for Membership: Andrew Paik is an associate in the Washington, D.C. office of Latham & Watkins LLP, where he serves on the Associates Committee. He was previously a member of the firm’s Recruiting Committee and a local leader of the Asian and Middle Eastern Lawyers Group. Mr. Paik’s practice focuses on antitrust review of mergers and acquisitions, antitrust investigations and enforcement matters, and antitrust litigation. Mr. Paik earned his JD at Harvard Law School, where he served as an Economics Teaching Fellow and was a student attorney in the Harvard Criminal Justice Institute.


Assistant Vice President for Programs: Tiffany Nguyen is Assistant General Counsel at ScienceLogic, Inc., a leading AIOps software company. She has spent her career counseling high-growth technology companies, with a focus on commercial transactions, privacy and compliance matters, and corporate governance. Prior to ScienceLogic, Tiffany worked as Senior Commercial Counsel at Harness Inc., a software delivery platform, and as an associate at DLA Piper. She holds a J.D. from University of Southern California Gould School of Law and a B.A. from University of California-Santa Barbara. Outside of her in-house role, Tiffany regularly volunteers iwth attorney mentorship programs and community legal initiatives.

Awards Committee Co-Chair: Benjamin Cheng is a professor at Georgetown Law, teaching US law in the LL.M. program. Outside of Georgetown, Ben is a co-founder of Perez & Cheng LLC, a diversity & inclusion consultancy, and runs DiversityHive, the legal industry’s only diversity & inclusion newsletter and home of the Big Law Racial Injustice Response Tracker. Ben holds a J.D. from the University of Pennsylvania Law School and an A.B. from Harvard University.

Awards Committee Co-Chair: Enoch Chang is an attorney at the Department of Homeland Security.  He was formerly a staff attorney at the Asian Pacific American Legal Resource Center, where he advised low-income, limited English proficient Asian communities in the DC area.  Enoch earned his J.D. from the George Washington University Law School and his B.A. from the University of California, Berkeley.  He has previously served on AEF's Board of Directors as the Communications Director.  Enoch is serving in his personal capacity.

Government Attorneys Forum


Awards Committee Co-Chair: Jay Prabhu is Executive Vice President and General Counsel for Reversal Therapeutics, Inc. Serving as a federal prosecutor for more than 20 years, Jay previously served as a Senior Trial Counsel in the U.S. Attorney’s Office for the Eastern District of Virginia in Alexandria, Virginia and for more than a decade as the Chief of EDVA’s Cybercrime Unit. He received DOJ’s highest award for lawyers, the John Marshall Award, in 2018. Prior to government service, he was an associate in the D.C. office of Wilmer, Cutler & Pickering. Mr. Prabhu has been admitted to the D.C., Maryland, and Virginia bars. He received his J.D. from Harvard Law School, a Master in Public Policy from Harvard University’s John F. Kennedy School of Government, and a B.A. from Boston College. Mr. Prabhu was named a Trailblazer in 2021 by the National Asian Pacific American Bar Association.


Government Attorneys Forum Co-Chair: Victoria Liu is an Assistant United States Attorney in the United States Attorney’s Office for the District of Maryland.  She was previously a Lieutenant in the United States Navy Judge Advocate General’s Corps.  Prior to commissioning into the Navy, Victoria clerked for a federal judge in the United States District Court for the District of Maryland and was a litigation associate at a major law firm in New York. Victoria earned her J.D. from The George Washington University Law School and her B.S. from the University of Michigan- Ann Arbor.  She is currently a Co-Chair of the National Asian Pacific American Bar Association’s Military and Veterans Network.  Victoria is serving APABA- DC in her personal capacity.

Nominations Committee Co-Chair: Erica Lai manages a wide range of litigation matters and global disputes for Northrop Grumman, including class action, complex commercial, government, employment, environmental, False Claims Act, and insurance disputes. Before moving in-house, she was an antitrust and commercial litigator at Covington & Burling LLP and Cohen & Gresser LLP, and clerked for the Honorable John M. Walker, Jr. (2d Cir.) and the Honorable Michael M. Baylson (E.D. Pa.). Erica earned her J.D. from the University of Pennsylvania Law School and her B.A. in Public Policy Analysis from Pomona College. She is a past president of APABA-DC, and has also served for over a decade on the Board of Directors of the Asian Pacific American Legal Resource Center (APALRC).

Partners & Senior Counsel Committee Co-Chair: Tony Chan is Global Co-Leader of the Life Sciences & HealthTech Sector and a partner in the M&A group at Orrick Herrington & Sutcliffe LLP where he advises clients in the life science, healthcare, investment management and technology sectors on public and private company mergers and acquisitions, private equity, growth equity and complex international and cross-border transactions, as well as on corporate governance and corporate finance. Tony serves as an adjunct professor at Georgetown Law School where he has taught Takeovers, Mergers and Acquisitions since 2015. He is also involved in the community, serving as the vice-chair of the board of directors of the Museum on Contemporary Art and on the Executive Committee of the Harvard Law School Association. Tony earned his JD from Harvard Law School and his BA in English from Tulane University.

Partners & Senior Counsel Committee Co-Chair: Lloyd Liu is a partner with Bennett LoCicero & Liu LLP, a litigation boutique in DC. His practice focuses on white collar criminal defense, government investigations, and complex civil litigation. Lloyd received his J.D. from Georgetown Law and his B.A. from Boston College. Aside from serving on the Education Committee, he also has served on APABA-DC’s Community Affairs Committee. In addition to APABA-DC, Lloyd serves on the Board of the William B. Bryant Inn of Court.  He is also an adjunct professor at George Mason’s Antonin Scalia School of Law where he teaches white collar crime.

Partners & Senior Counsel Committee Co-Chair:  Clinton Yu is a partner in the Washington, D.C. office of Barnes & Thornburg LLP. His practice focuses on international trade matters, including customs and import regulations, export controls (ITAR/EAR) and economic sanctions (OFAC), national security (CFIUS), and trade remedies. Clinton earned his J.D. from the University of Houston Law Center and his B.A. from the University of Texas at Austin. Clinton also serves as the Partners & Senior Counsel Committee liaison to the Practicing Attorney Resources Committee.

Practicing Attorneys Resource Committee Co-Chair: JiaZhen (Ivon) Guo is an associate at Morgan Lewis in its Telecommunication, Media and Technology group. Ivon frequently advises US and international technology companies  on a broad array of products encompassing diverse technologies, including computer software, electronics, integrated circuit, telecommunications, wireless communications, and semiconductor manufacturing. with regulatory matters before the Federal Communications Commission, the U.S. Department of Commerce, state public utility commissions, among many other government agencies.  Additionally, Ivon has experience in all phases of patent litigation. Ivon has a M.S. in Computer Science from the George Washington University and a J.D. from the George Washington University Law School.


Practicing Attorneys Resource Committee Co-Chair: Deborah Wei serves as Counsel in the international trade practice at Hogan Lovells. She helps clients comply with international trade laws, including the Export Administration Regulations (EAR), the sanctions regulations administered by the Office of Foreign Assets Control (OFAC), and International Traffic in Arms Regulations (ITAR). Deborah works with clients across various industries, with a special focus on the technology and telecommunications, management consulting, travel, and healthcare sectors. She regularly assists clients with submission of licensing, registration, and export classification filings to government agencies and has counseled clients on matters involving the Committee on Foreign Investment in the United States, anti-boycott, anti-money laundering, and immigration. Deborah is a graduate of Columbia Law School and Duke University.

Women's Forum


Women's Forum Co-Chair: Sharon S. Yang is a financial policy leader with over 25 years' legal, strategy and policy experience across a broad range of prudential, fintech, markets and ESG issues.  Sharon served as the Deputy Assistant Secretary for International Financial Markets at the U.S. Department of the Treasury, where she led Treasury's finreg policy engagement at the G20, G7 and Financial Stability Board, and was most recently the Global Head of Regulatory Affairs at JPMorgan Chase. Sharon started her legal career at Davis Polk & Wardwell in New York City.  She is a graduate of the Huntsman Program in International Studies and Business at the University of Pennsylvania and received her J.D. from Georgetown University Law Center.


Women's Forum Co-Chair: Katie Cheng is a partner at Goodwin Procter LLC. She is an experienced trial lawyer and represents life sciences, healthcare, and technology clients in complex litigation and pre-dispute counseling.  Her work centers on antitrust and other high-stakes competitive disputes touching on a wide variety of areas such as complex commercial litigation, false advertising and Lanham Act claims, contract disputes, business torts, and unfair competition.  Katie also serves on the Leadership Advisory Committee for the National Women's Law Center.  Previously, Katie served as a law clerk to the late Hon. Alan C. Kay on the U.S. District Court for the District of Hawaii.  She received a J.D. from the UCLA School of Law and an A.B. from Princeton University. 

Working Parents Forum

Working Parents Forum Co-Chair: Mark Villapando is a government contracts associate at King & Spalding’s Special Matters and Government Investigations group.  He represents a broad range of government contractors particularly those in the defense, consulting, and information technology space.  Mark counsels contractors on a broad range of investigations and supports transactional matters, such as mergers and acquisitions involving government contractors.  Prior to his current role, Mark was a government contracts attorney in the Office of General Counsel at the Department of Veterans Affairs where he counseled contracting officers with solicitation and pre-award reviews as well as assisted with bid protests before the Government Accountability Office and defended claims before the Civilian Board of Contract Appeals.  Mark earned his J.D. from William & Mary School of Law.  He received his B.A. with a double major in Biology and Economics from University of Virginia.

Special Advisor: Suzy Takata is a Managing Director of Business Development in Forensic & Litigation Consulting segment of FTI Consulting. She specializes in client engagement, experience, operations and connecting prospective clients with appropriate FTI consulting resources. She brings more than 15 years of client engagement and business development expertise to her engagements with law firms and corporations to provide legal support services for regulatory and/or internal investigations, due diligence and complex litigation matters, as well as proactive business enhancement efforts. Suzy’s clients include AmLaw 250 law firms and Fortune 500 companies in a variety of industries including but not limited to financial services, private equity, cannabis, telecommunications, energy, and consumer technologies. Suzy earned her law degree from Washington & Lee University and her undergraduate degree from The George Washington University.

Ex Officio Member

Asian Pacific American Bar Association Educational Fund (AEF) President: Kylie Kim is a partner at Massey & Gail LLP, a litigation boutique based in Chicago and Washington, D.C. She practices complex commercial litigation with a focus on antitrust law. She was previously a judicial law clerk at the U.S. Court of Appeals for the Eleventh Circuit and the U.S. District Court for the Middle District of Florida. Kylie earned her J.D. from Harvard Law School and B.A. from Ewha Womans University in South Korea.
